How can a person start a business?

Suppose a person is "not so good" credit. And without any capital. How a person go about getting finance (if they do not have nobody to turn) to start a business either online or real-world business? I want to put a hobby shop (action figures and plastic models) but I have no idea where to start or where to turn. Can anyone help?
