Graded Baseball Card Question?? Ever had a case that was tampered with?

I have a 1979 Ozzie Smith card graded a PSA 7. Bought it on Ebay a while back and it just doesn’t look like a 7 to me. Card has a dinged corner, is not in the best focus and I would give it a 5 or 6 at best. Do people tamper with the PSA cases or do they break when you open them, I think someone snuck this card into this case somwhow. Your Thoughts?? Thanks.

Seems like some one tried to get in it,it should be legitimate though.If not just sue his ass off.
